According to the latest news from foreign media, on July 21st, according to a decree signed by Russian President Putin, foreign ships entering Russian ports will need to obtain approval from the Federal Security Service (FSB) of Russia.
The regulation states that port authorities require approval from the FSB for foreign vessels to enter, and the new measures will take effect immediately after the regulation is announced on Monday.
According to the Russian state news agency TASS, previously, entry rules were formulated by the Ministry of Transport, and only ports near naval bases had special procedures.
The new regulation clearly states that it will apply to all ports, but does not specify any reasons for this change. This new regulation directly incorporates FSB into the management system, requiring all incoming vessels to obtain dual permits from port managers and FSB, greatly enhancing regulatory efforts.
